Matt McKinney, PMP, is a seasoned consultant with 15 years of experience in public policy research, program evaluation, and strategic planning across the education and workforce development sectors. He specializes in helping organizations design, implement, and evaluate initiatives that align with funding priorities, address talent needs, and demonstrate measurable impact.

Mr. McKinney has led multi-year evaluation and technical assistance efforts for clients funded by the U.S. Department of Labor, U.S. Department of Education, and numerous state and regional workforce boards, community colleges, and nonprofit partners. His work spans initiatives in STEM education, career pathways and occupational analyses, and alignment between postsecondary and regional labor market needs.

With deep experience managing cross-functional teams and complex grant-funded projects, Mr. McKinney brings a strengths-based, process-driven approach to collaboration. He has supported numerous competitive proposals and has guided clients through all stages of the program lifecycle—from needs assessment and logic model design to outcomes measurement and final reporting.

Known for his ability to bridge strategy and execution, Mr. McKinney builds systems that elevate data into decision-making tools and streamline workflows across stakeholders. He is the Founder and Principal Consultant of Head Start Solutions, LLC, based in Richmond, Virginia, and is a licensed PMP professional.
