Josh Stewart, Ph.D., is an education researcher dedicated to helping school systems, state agencies, and philanthropic organizations transform data into meaningful, everyday decisions that strengthen outcomes for communities and families. He runs Rocky Mountain Research & Strategy, where he has led research, evaluation, and strategy projects focused on topics including math learning, student well-being, educator capacity-building, and how school systems cultivate their own sustainable R&D skill sets.

 

Known for making the complex feel accessible, Josh is widely recognized for translating nuanced, technical findings into clear, actionable insights for practitioners, system leaders, and policymakers alike. He regularly applies both quantitative and qualitative research methods to tackle high-leverage challenges and inform evidence-based decision-making for clients.

 

Josh previously worked at national research and impact organizations such as Mathematica, Marzano Research, and McREL International, where he contributed to initiatives spanning instructional innovation, systems improvement, and applied education research.
